Inspector Chelmey has brown hair. Some of his hair covers his right eye. He has a thick moustache that covers his mouth. He wears a grey suit, with a tinge of brown. He wears a white undershirt, with a navy blue tie.
In Azran Legacy, Inspector Chelmey wears a white shirt with a green collar, maroon pants, and brown shoes.
Inspector Chelmey is a serious type of person, with no hint of emotion in his face. He tries to get the work done as quick as possible, and is hesitant when someone joins in on his case. When someone does join the case, he constantly keeps an eye on them, and seems almost harsh.
The following puzzles were given by Don Paolo, impersonating Inspector Chelmey:
Inspector Chelmey is first seen in the Reinhold Manor where he is found investigating the death of Simon Reinhold. He blames Layton and Luke for the murder, but Layton calmly reasons with him, and soon enough, he backs off. However, he tells them to back away from the murder scene. While out of the Manor, Layton and Luke come across Chelmey on a newspaper clipping, containing information about him. After the Ferris Wheel Event, Layton and Luke report back to the Manor, accusing Chelmey of the crime. After enough arguing from Chelmey, he comes clean, and reveals his identity; Don Paolo. Layton writes that the true Inspector Chelmey is probably at home, enjoying a nice piece of cake.
The real Inspector Chelmey is seen again in Professor Layton and the Diabolical Box, where he is seen investigating the murder of Dr. Schrader and the lose of the Elysian Box. At the end of the game, he comes to the conclusion that Sammy Thunder is responsible for the murder of Dr. Schrader, but Layton interrupts and says that Flora is responsible. No one believes Layton at first, but he is correct when Flora reveals herself as Don Paolo in disguise. He confesses that he stole the Elysian Box, although Dr. Schrader was already found dead. Furious, Inspector Chelmey chased Don down the streets of Folsense. After that, Inspector Chelmey was not seen again in the game.
Chelmey is seen once again in Professor Layton and the Unwound Future, where he is seen unveiling Dr Stahngun's Time Machine. He meets with Layton, Luke and Flora to Future London, where they did some investigation. After Layton, Luke and Flora do more researching, they meet again, and reveal that Future London is just a city beneath London itself. Future Luke was all behind this, and that he couldn't be here if he was in the Future. He reveals his name to be Clive. When he starts to destroy both cities with the Mobile Fortress, Chelmey warns everyone to leave London. When Clive and his Mobile Fortress is defeated, Chelmey is ordered by the Prime minister, Bill Hawks, to arrest Clive. Chelmey obeys, but is sadden by the attitude, and states "criminals aren't the only blind ones'. His last appearance is when he tells Layton that Claire did not have a sister, meaning Celeste is Clair.
Chelmey is seen vaguely in Professor Layton and the Last Specter as a junior Police Officer. We learn in this short sequence that Inspector Chelmey made a stupid mistake in the force when he was still a junior, ending up with one of the lead detectives in Scotland Yard being killed, making him the Inspector he is today. He also appears in Chapter 7, where he helps Emmy recover some documents in the archives about Misthallery's specter.
Inspector Chelmey makes a cameo appearance in the movie along with his assistant Barton. When Professor Layton reveals the Big Ben silencer as Don Paolo, Inspector Chelmey is seen chasing Paolo along with Barton.
Inspector Chelmey makes a return in Azran Legacy, although he doesn't interact with Professor Layton and the others. He is seen in various locations around the world on his honeymoon with his wife Amelie Chelmey.
Inspector Chelmey also features in this game, he is always located in Scotland Yard and is usually joined by his fellow colleagues, Colby and Barton. He features in a lot of the quests that the player must complete.
